Iranian sign of the Red Lion and Sun

Dec 10, 2005

Bahman Aghai Diba PhD International Law - Persian Journal

How the Iranian sign of the Red Lion and Sun was omitted from the IRCR

According to a press release of the IRCR dated 8-12-2005, "...The International Red Cross and Red Crescent Movement...welcomed the decision of the Diplomatic Conference held in Geneva to adopt a Third Additional Protocol to the Geneva Conventions, creating an additional emblem alongside the red cross and red crescent. The additional emblem, known as the red crystal, will provide a comprehensive and lasting solution to the emblem question. It will appear as a red frame in the shape of a square on edge, on a white background, and is free from any religious, political or other connotation. The signing of the Third Additional Protocol marks the end of the diplomatic process, and it is now the responsibility of the Movement to adapt its rules and procedures to the new situation. Following the adoption of the Protocol, the Standing Commission of the Red Cross and Red Crescent has decided to call an International Conference of the Red Cross and Red Crescent, in 2006. The Conference brings together those States that are party to the Geneva Conventions, the International Committee of the Red Cross (ICRC) and the 183 member Societies of the International Federation of Red Cross and Red Crescent Societies. The Conference will be asked to amend the statutes of the Movement, to take into account the creation of the new emblem, in order to realize the objective of universality."

I take this occasion to refer to another case of the Arazbization of Iran by the regime of the Islamic Republic of Iran. Apart from the Red Cross and Red Crescent, there is another sign that the Geneva Conventions of 1949 (the legal basis of the ICRC) have recognized as the emblem of the humanitarian services and that is: "the Red Lion and Sun".

The Red Lion and Sun was exclusively adopted for Iran and it was used by the Iranian Societies of the Red Lion and Sun before the so-called Islamic Revolution in Iran.

The authorities of the Islamic Republic of Iran tried at least for several years and spent a considerable amount of money and energy, especially through the Iranian Ministry of Foreign Affairs, to eradicate the emblem and join the Red Crescent. This was one of the ugliest acts of the regime for eradicating a purely Iranian sign that had nothing to do with the Pahlavi dynasty or the monarchial system in Iran. The hostility of the Islamic regime with the Red Lion and Sun was only a kind of blind enmity towards everything Iranian and different than the Arab invaders of Iran.

I do not want to enter the discussion about the attachment of the Red Lion and Sun with the history the culture and civilization of Iran. Many Iranian scholars have described this issue in the best way and their works are available. The sign of the Red Lion and Sun has been a symbol of Iran for centuries and for those who are interested in religion stories, it has even religious and Shiite justifications.

It was interesting that the Secretariat of the Movement (The International Red Cross and Red Crescent Movement) was not ready to accept the request of the regime for omitting the sign of the Red Lion and Sun from the list of its emblems and for a long time they argued that in order to change the emblem a general conference of the funding states must be convened.

The Iranian "diplomats" succeeded to pay for the expenses of having such a conference and they made contacts with many countries (offering them various incentives) to help convene a conference to amend the statues of the Movement and omit the Iranian sign. However, happily the "representatives of Iran" failed to eradicate this Iranian sign from the list of the emblems of the ICRC.

Although since 1980 the regime of the Islamic Republic of Iran has actually stopped using the Red Lion and Sun as a sign of its humanitarian organizations that are covered by the 1949 Geneva Conventions, and has replaced it with the Red Crescent (originally an Islamic Sunni sign of the concerned organizations), the Red Lion and Sun is still a valid sign of the International Red Cross and Red Crescent Movement. The Geneva Conventions recognize the Red Lion and Sun as one of the emblems of the organization. Only in certain press releases and similar documents they say, "the government of Iran has abandoned since 1980 the Red Lion and Sun and they use the Red Crescent."

Iran can go back to using the Red Lion and Sun as the sign of the Iranian institutions covered by the Geneva Conventions with a single declaration. However, this declaration will be issued after the collapse of the Mullahcracy in Iran.

Who is this guy?

Actually, it was the third symbol given protective status by the Geneva Conventions of 1929--a year before Magen David Adom even came into existence. The Red Lion and Sun is a big part of the reason why, during that convention, the signatories agreed to not accept any future new symbols...to prevent 'proliferation' of multiple symbols by every country that would want its own symbol recognized.
