Bell wasn't orginally on the roster, probably because they wanted another closer and needed a Nationals rep and choose Capps. Capps really hasn't been that special this season. He got a lot of save opportunities early in the season because the Nationals were overachieving early and winning a lot of 1,2,3 run games despite having a negative run differential.
