Miami-DADE has had 10 years why not try in Palm Beach County???

 

JUST AN IDEA TO KICK AROUND and get some response....................

 

I HAVE DONE MUCH MORE HOMEWORK in this area on this issue in recent days and my research has given some clue that if we worked together we may have a chance to accomplish something in PBC. I have further articles for discussion in this area on MLB and Palm Beach County.

 

THERE IS ALREADY A DIRECT LINK ON HOW PBC IS GETTING $600 million dollars, or more in investment return because it built ROGER DEAN STADIUM. I can prove this through news articles I saved from the internet and will share if there is an interest.

 

MY goal is to see if anyone would help this cause, or if it is just a bad idea as no-one is interested in doing anything. (All I want is a little reaction -Tina Turner)

 

THE IDEA:

 

We get 500 people to each get 100 Initiative Petitions signed by registered Palm Beach County voters to get Palm Beach Commissioners to finance and fund a stadium at Florida Atlantic University. (About 50,000 petitions)We would be using taxpayer money to fund education not the Marlins. In essence, the Marlins would be paying taxpayers back in rents that could be used to pay bonds. etc.

 

WE WOULD NEED TOWORK TOGETHER TO SEE IF WE CAN FIGURE IT OUT.

 

Mainly, we would force this measure to be on the ballot for voters to decide if PBC should fund the stadium.

 

 

Perhaps we can figure out together how this can be accomplished AS A START. SEE THE BELOW CODE FROM PALM BEACH COUNTY ON INITIATING A REFERENDUM BY VOTER PETITIONS.

 

ARTICLE V. SPECIAL PROVISIONS

 

FROM THE PALM BEACH COUNTY CODE BELOW:

 

Sec. 5.1. Initiative.

The people of Palm Beach County shall have the right to initiate county ordinances by filing with the board of county commissioners a copy of the proposed ordinance and a petition containing the signatures and addresses of not less than seven (7) percent of the number of voters qualified to vote in the last general election. The initiative process shall be available to the people to establish new ordinances and amend or repeal existing ordinances. Within forty-five (45) days after the filing of the petitionwith the board, the supervisor of elections shall verify the signatures on said petition. Within forty-five (45) days after the petition is verified by the supervisor of elections, the board of county commissioners shall hold public hearings on the proposed ordinance according to law, and vote on it. If the board of county commissioners fails to adopt the proposed ordinance, they shall then place the ordinance for a referendum on the ballot at the next general election occurring at least thirty (30) days after the commission's vote for a referendum. If approved by a majority of those who voted, the ordinance shall become effective on the date specified in the ordinance; or if not specified in the ordinance, then it shall become effective January 1 following the election. None of the above provisions shall be available to the people for initiation, change, or modification of county budgetary provisions.

I don't think this needs to be capped, but whatever.

 

As a Palm Beach County resident, I can say without doubt that the county could afford to support the team and support it in a maner at least equal to what it experiences now.

 

That said, FF79 and others have astutely pointed out (and I must agree) that it is easier to draw down from the south than up from the north. It's hard to argue that the stadium really should be any further north than Sunrise to maximize the tri-county effect.

 

Plus, if it is going to be stuck in Palm Beach County, FAU is among the weaker locations.

I'll give you a B+ for actually going through and "reading" the Palm Beach County Code. Unfortunately, you get a D- in reading comprehension because you seemed to have ignored the last sentence in your "quote" that these initiatives CANNOT BE USED TO INITIATE, CHANGE, OR MODIFY THE COUNTY BUDGET (i.e., tax dollars redistributed from one source to another, such as debt service).

 

Second, I've already told you that the voters cannot initiate a tax, it must come up from the governing body for ratification by the voters. Plus, I know for a fact (especially since I practiced land use law and was a registered Palm Beach County lobbyist!) that the Palm Beach County Commission WILL NOT fork over a dime to build a stadium (especially at FAU where the County has absolutely NO JURISDICTION). Scripps has tapped out the County, especially since now they're going to have to sell their Mecca Farms site in order to fund the purchase of the Briger parcel for Scripps.
