Will the Team and Couty go ahead wih construction of Stadium without the 30 mil?

There is no news on that yet. Do not worry, as soon as something is made public you will hear about it. As it stands right now there is an agreement in place and no final decision has been made. If I had to guess I would say they will not proceed until they are ASSURED they can get that 30 mil from somewhere. 30 mil may not be a lot of money relative to the deal, but it is still a BIG chunk of money.
