Why are so many good teams said to have questionable bullpens and so many bad teams said to have good bullpens (O's and Devil Rays in recent years)?

I'm guessing maybe the bad teams have deeper bullpens because most of the time they have starters that go 5-6 innings. While the good teams usually have deep rotations that can go 6-7 innings and don't stock up the pens as much as the bad teams.

 

It could also have something to do with money. It's probably cheaper to build a solid pen than to build a solid rotation.

 

I could be wrong though.

The crappy teams just take lots of chances on young talent, which usually ends up working out as they're usually coveted prospects.

Because when a bad team's bullpen blows a game no one cares, but when a good/in the race team blows a game its huge news and everyone focuses on that

I was thinking it may just be media perceptions, writers pointing out a weaknesses on a strong team and seeking something positive about a weaker team.

 

But looking at the data over the past few years, there seems to be little coorelation between bullpen success and winning percentage and many sub-.500 teams' bullpens are near the top of the league in both ERA and OPS Against.

Absolutley.

 

It's a lot easier to lower your ERA when your team is up or down by 10 runs.
