You're right--it looks like an error.

 

The $20,440 "salary per return" is the lowest on the entire florida list.

 

It's ranked high because of a $39 million "adjusted gross income" for 53 total tax returns in the zip code, for an average "income per return" of $750k. I'm guessing a multimillion-dollar company got lumped into one of those 53 tax returns.
