Is there a program to make desktop backgrounds?

I am trying to make myself a background and I have been playing around with it on paint but it looks terrible. Is there some sort of program where it is easy to make a desktop background?

 

I want to put words on that actual picture i am using and it looks horrible still. I have a PC wishing i had a apple.

Just having an apple wouldnt do anything TI, try getting photoshop but it costs 400+. Theres a open source one type in photoshop gui in google hould come up. Its not easyto learn though.

The GIMP is simple and free, Paint Shop Pro and Photoshop cost money but are more advanced. But there's always torrents.
