Takatsu's application was received by the Japanese baseball commissioner's office Thursday. Joe Urbon of Octagon said he will represent the 34-year-old right-hander Takatsu, who throws sidearm and relies on a sinkerball, led the Central League with 34 saves for the Yakult Swallows.
