  9. If you can fix up that Orange Bowl Neighborhood (let the bulldozers rolls over everything) and build it around the Orange Bowl, Ballpark, and build a village like San Diego did. It is easier logistically and financially than downtown becuase there is no tracks/Biscayne Blvd. to move and the city/county already owns the land. not a bad idea
