Jaguars' owner Wayne Weaver announced Wednesday that, starting next year, the organization would start covering up an estimated 10,000 seats in the stadium to avoid local television blackouts. Weaver hopes the new game plan will help make room for ticket sales. The team said it's done research over the past five years about building a bigger fan base and keeping the seats filled. "This is not something we're gonna do for one season and come back next year and take the covers off," Weaver said. The Jaguars enjoyed blackout-free football for the first six years, but have since struggled to meet the NFL requirements. Of the 32 NFL teams, the Jaguars are second-to-last in demographic size. Unlike large-market teams in cities like Chicago and Philadelphia that need to fill one of every two seats to avoid a blackout, Jacksonville must only fill one of every 13 seats. Officials said this new move should help them reach the NFL requirement of 49,000 seats. "We really believe we've found the right model that fits this building and fits out community, and that will give us the best chance of not blacking out," Weaver said. The team plans to cover about 10,000 non-premium seats -- including 2,500 seats in the upper north end zone and all four corners of Alltel stadium. The covering will affect some fans. "We will absolutely take care of our season ticket holders whose seats are being covered," said spokesman Scott Loft. Loft said the new seats for these fans would likely be closer to the 50-yard line and better than what they have now. "If I'm guilty of anything, it's not doing it sooner," Weaver said. The cover-ups will begin next season and will affect 3,300 ticket holders.
