While I've heard of a Plan B, i.e., $10 million from the team; $10 million from the City; and $10 million from the County, Frisaro suggests the subsidy is a make it or break it factor:

 

"On Wednesday, the bid for the park got a boost when a key state Senate committee gave its approval. Still, there is no guarantee the team will receive that subsidy. From what I'm hearing, if the state votes no, the future of Major League Baseball remaining in South Florida is bleak. The team likely would petition to relocate. So these are pivotal weeks for the stability of the organization. The state session ends on May 6, and a decision is shaping up to be made about then. "

So we have conflicting reports. Nice.

The Marlins want the state to believe that they are gone without this deal, and this little Q&A session is on the official site. It would hurt their cause to say that the stadium could be built without the money. That may not be a factor, but it would definitely be counterproductive to say anything else.
