Yesterday the Senate Commerce Committee unanimously passed the Warning, Alert, and Response Network Act of 2005, which now goes to the full Senate for a vote. If it becomes law, the WARN Act will create a network to augment the existing Emergency Alert System by transmitting disaster alerts across cell phones, PDAs, the Internet, cable TV, satellite radio and TV, and both analog and digital broadcast services.

 

The act also establishes a grant program to install sirens and other warning devices in remote areas where the telecommunications structure may be in adequate, and the committee also approved amendments that ensure the needs of tribal governments and senior citizens are considered when the system is created.

 

The proposed system will only transmit warnings that pose an immediate risk to public health and safety, including natural disasters, serious accidents and terrorist incidents.

 

The approved version of the WARN Act also incorporates provisions from the Tsunami Preparedness Act passed by the Senate in July, including an allocation of $50 million to fund tsunami-warning and coastal-vulnerability-assessment programs.
