If Loria keeps the payroll this low, with a new stadium, how can we ever expect to compete ?

 

Marlins to not increase payroll much at new stadium

 

I was expecting the payroll to at least increase to middle of the pack but this would mean we will still be a bottom 5 in payroll. Will MLB and MLBPA allow this ?
