I don't know when this was taken. It looks like it was taken at MGM Studios @ Disney World. It's hilarious. A bunch of cast members (Disney employees) made it. Watch it and enjoy... oh yea, and make sure there's no littles ones around you. This may be a little traumatizing for them. You'll see what I mean when you watch it.
