July 16, 200916 yr I think its a good idea, but only for use in an emergency situation. Here is how it should be, You get a basic Cell phone, with a chip that only allows for 911 calls.
July 16, 200916 yr there's a lot of other emergency that happen besides 911. 911 isn't going to be too happy you call them because your battery died. Only having 68 minutes a month basically limits it to only emergency calls.

August 13, 200916 yr Does this program use "recycled" cellphones? Like, I participated in drives collecting old cellphones for emergency use for local elderly or "needy" people. If they're using old cellphones and only putting like 60 minutes a month on them, to be used for emergencies... this isn't terrible.
