They depend on a group manager to make health choices for the group instead of doctors. So in Saddam's case the ways of him ignoring the UN, US, UK, and other EU powers' calls for him to open up to true inspections and follow the treaty he signed after the Gulf War is not justification for taking him out of power? Tort reform affects the reward amounts for punitive damages and how much the shares of the lawyers are. This was an outright ban on the HMO because of the basic socializing of medicine.
