November 29, 200421 yr Author The closest I`ve found so far is Nov. 24, 1991 (Week 13), when the 1-10 Indianapolis Colts met the 2-9 Green Bay Packers. The Packers won 14-10. Neither the expansion Bucs nor Seahawks approached this, nor did the 1989 Cowboys, 1992 Patriots, nor the 1995 Jets, which seemed like the most likely candidates. So as far as I know, the Dolphins-49ers game today sets a record. But would be very curious if anyone knows of another game like this.
