One of the local papers (I forget which) mentioned the problem is the players that cleared waivers on the interested teams aren't too appealing and they aren't looking to move him for prospects. I'd like to see Shoppach come back, otherwise deal him to someone else for bullpen help. There has to demenad for him, he's the best pitcher available and lots of teams need pitching help.
