It's desperation, pure and simple. The McCain people know that they are at a big disadvantage in this race, where they have to try and separate themselves from the party that controlled Congress from 1994-2006, and has controlled the White House for almost 8 years.

They probably figure that they won't win unless they go dirty like this. It's really getting bad, and it isn't even October yet.

It probably evens out or even works in McCain's favor in this regard, as in trying to separate themselves from the republic congress of old since the democratic congress of new is(IIRC) one of the least popular ever-them and their fresh 9% approval rating.

Except that the Republicans made it clear after they lost in 2006 that they were going to launch an obstructionist strategy to make the Dems look bad. It's clearly worked somewhat. The minority Republicans set a Congressional record for most filibusters in a term. It made me laugh when I read that, because in 2002 the GOP wanted to end the filibuster when they were in the majority with their 'nuclear option'. At the time I remember saying that it would have been a really dumb idea on their end to actually follow through on their threat.

Congressional polling has also historically been low. Interestingly, most individual ratings of Senators and Reps are relatively high, unless they are in a bad scandal.

The other problem is, without a 60 vote majority in the Senate, the Democrats can't stop these filibusters from happening. It's becoming a pain.

this democratic congress is the lowest rated in the history of rating congress.

It has gotten so bad lately than even RCP has showed that a swing in congress predicitons has shifted back towards republicans.

I still think we should have a more parliamentary type of congress. Representative of the percentage of voters would really help the problems we have in our congress. But god forbid we ever did anything crazy like that.

I wish we had Canada's system of the executive branch, where the Prime Minister can be removed after a no-confidence vote. It would at least stop all of these lame-duck presidencies.
