This is a tragic statement about things going on in our society today. Just the fact that this idiot decided a dog would be a good time is disgusting. But does anyone else find it just a bit strange that only 1 person responding to this thread even bothered to mention the 3 and 13 year old girls this kid is charge with violating? Somehow, I'm just a little more disgusted by him molesting an innocent 3 year old and raping a 13 year old than I am about his animal abuse. Just my $0.02.

I believe it is the same in Miami-Dade as well. The permit process is simply a way for the county to inspect the installation process and ensure all the proper materials have been used, and installed correctly. It is the same reasoning used for requiring permits on fences and pre-built hurricane resistent sheds.
