still the roman empire was an imperalistic nation. and they ultimately failed. while they did not fail at the peak of their imperalistic times, they still ultimately lead to failure. While Rome did not fail under the governing powers of the Caesars, when they were truly an imperalistic nation, toward the end of their existence they ceased to be the same power they were.

 

Another example would be England, under the crown system they ultimately fail, while the civilization remains, its under a different form than during the imperalistic days.

You can't call the Roman Empire a failure when it didn't fail, it's governmental system changed to such an extent that the Empire that fell was indistinguishable from the one that didn't. Also, the Western half fell, the Eastern half reigned triumphantly for years to come until it was split up not as a failure, but because the governments chose to do so willingly. The Byzantine Empire (Eastern Roman Empire) could still be alive and kicking today if not for the choice to cease. Call it the equivalent of "going out on top".
