If they said his delivery was legal during his time with us and with Seattle but suddenly changed it now that's like they're trying to make it easier for hitters to hit him which isn't fair to him. He changed it back and he and the Padres are pretty certain he's not violating this rule change and they're gonna apparently stay in touch with MLB about this to make sure he doesn't violate the rule later on. Now it sounds more like Capps' delivery is OK but the rule was added to make sure no one in the future tries to use Capps' delivery to make a more illegal delivery down the line.
