In fact, it's a big gamble to sign a Taiwan pitcher with that kind of money, by the way, it said the $1.25 million signing bonus was the most the Pirates ever to give an international player, this team was really cheap.

Yes and no. They are kinda cheap but teams don't really normally give those types of bonuses to international signings. Normally international guys are signed for cheap anyways.

That's not the normal though. A lot of teams don't spend so much on international free agents.
