They have the right to reactivate for the same 1 Billion Utah just paid for their franchise and hockey operations department. If they reactivate, they will trigger an expansion draft like the knights and kraken had, but will NOT be an expansion franchise. Technically, neither Utah or Arizona are considered expansion teams. Arizona I believes has 5 years to build a new arena, and the owner CANNOT sell or transfer the rights to someone else. He alone can reactivate it.
