The legislative body makes and approves the budget, the president doesn't, he just says what he wants. The surplus was projected, not actual, which means it was projected to happen if the economy of the future was at the rates they calculated it to be. You just keep showing your ignorance. Texas had a Democratic governor Anne Richards I believe her name was and the schools and environment there were terrible. Bush helped in the breif time he was there.
