I don't think there should be a reliance on federal government for everything, but when it comes to a scenario such as this - where local government is clearly overwhelmed with the magnitude of devastation (witness 30% of police officers walking off the job, a few others committing suicide due to the hopelessness of the situation, etc.) it becomes dependent on federal relief, which is FEMA's sole purpose. Now, a different slant might be, at which point is FEMA involvement necessary. But I think the most important problem that was exposed here is how do we ensure that federal and local government work together to best marshall the vast resources of the federal government with the local knowledge to be most efficient at saving lives.
