But we literally know nothing else about what happened here. Endorsing a culture where violence is an acceptable outlet is not the answer to stopping bullying. Whether he's allowed to or not is irrelevant. People often do things that aren't allowed. The rules of the situation fail terribly when it comes to bullying, because bullies don't follow them.
