It's probably just getting a doctor to sign off on it, if it's considered a minor injury. Like getting a doctor's note to get an excuse absence in school. I'd assume that more serious injuries require more proof but unless there's a reason for suspicion who would doubt that any player has any minory injury?

I believe it's just something had the tacit approval of the league, it's impossible happened to have the needs to put the players in the IL everytime you need to active players.
