State legislator drafting bill to help Marlins fund new baseball stadium By Sarah Talalay Staff Writer October 31, 2003 While Miami tourism officials voiced concern Thursday over a plan to begin financing a new $325 million retractable-roof ballpark for the Florida Marlins with hotel bed taxes, state legislators already were trying to find ways to help fund it, and city officials were still searching for a place to build it. The board of the Greater Miami Convention and Visitors Bureau passed a resolution Thursday opposing the use of convention development taxes, or hotel bed taxes, for the stadium before funds are found to upgrade the Miami Beach Convention Center. "Essentially what the board wants is some demonstration that the convention center expansion takes place, as well as baseball," said Bill Talbert, president and CEO of the Greater Miami Convention & Visitors Bureau. "We're not against baseball ... Ideally we'd like to see both happen." Under the proposal unveiled this week, the Miami-Dade County Commission is scheduled to vote Tuesday on whether to put $73 million toward a ballpark -- $35 million in convention development taxes and $38 million in sports facilities taxes -- as long as the Marlins commit $137 million and cover any cost overruns and a full financing package is finalized by March 15. The team would be renamed the Miami Marlins if the 38,000-seat stadium is built. The plan, which does not include the price of the land, was unveiled $115 million short and without a location, because the county, under an agreement with the city of Miami Beach, would have to pay the city $50 million in convention development taxes to upgrade the convention center, if a stadium deal is not forged by Dec. 1. "The mayor would love to see both the baseball project completed and any critical needs on [Miami]Beach be completed as well," said Javier Soto, chief of staff to Miami-Dade County Mayor Alex Penelas. "The mayor understands the importance of the convention center to this entire region." Miami Beach has set a special meeting at 2 p.m. today to discuss the hotel-tax issue. Even so, some state officials already are looking at how they might help the Marlins. State Rep. Ralph Arza, R-Hialeah, said he is in the process of drafting legislation that might allow the Marlins to receive a state sales tax rebate. Original Marlins owner H. Wayne Huizenga already received a $2 million annual sales tax rebate to renovate Pro Player Stadium for the Marlins, but it's possible legislation could be written to help them in a new building. "We would have to create another slot, and I'm amenable to doing that," Arza said. Meanwhile Miami City Manager Joe Arriola said the city has five "serious sites" under consideration. He would not name them, beyond indicating that they include locations along the Miami River; in the Omni area; in the 36th Street corridor; as well as the often-mentioned Miami Arena and Orange Bowl sites. Most of the sites have drawbacks. The Miami Arena site would require the acquisition of additional land that has grown increasingly expensive, and it sits near railroad tracks and a telecommunications switching station. And $32.8 million remains in construction debt on the building. Miami and the University of Miami are working on plans to renovate the aging Orange Bowl stadium for the Hurricanes, and the city has $16 million set aside to put toward the work. The site is appealing to the city because it owns the land, but the location and parking on neighboring lawns could become difficult for 81 home games as compared to six UM games. Miami Commissioner Johnny Winton said a Marlins stadium could be built on the east or west sides of the Orange Bowl; but Commissioner Tomas Regalado suggested the stadium could be renovated to accommodate both teams, an option that is not likely to satisfy either the Marlins or UM. Omni area - Meh.... but they got public transit (Metro Mover) advantage, which is good, but it's not very safe either. 36th street corridor - Hmmm.......

November 6, 200322 yr Actually, I love the Miami River site. Sure the river is a flowing toilet but it is in a very central area. Parking is a problem but if they have a stadium there I'll be taking the metrorail. Omni area is okay but the Miami Herald, and the performing arts are there so that won't happen. 36th St: Hell no! Miami Arena: Easily the best option. Orange Bowl: Pushing it a little but I would defintley rather see the stadium elsewhere because I hate that dump. But it is 10x better than PPS.

November 7, 200322 yr I figured I'd chime in on this...we live in North Broward and have gone to plenty of games at PPS throughout the year. It's a great drive and unfortunately (due to low fan turnout), but fortunately for us the traffic leaving is no problem. My concerns are how bad will the traffic be getting into downtown with a new arena. The area near the Miami arena is disgusting. We were just at the AA Arena last week and drove by there....homeless sleeping everywhere....the traffic on 95 at an off-peak time ( 3 PM) on a saturday was terrible. 95 south is a nightmare, to me worse than NY. How much worse will the drive on 95 be to downtown? Will they improve the area surrounding the stadium? Will mass transit be a safe option? I have no problem parking in Fort Lauderdale and getting the TRI Rail if I felt safe. But we have 2 little kids. I know someone is going to jump on me and say if I was a true fan I would go no matter where the stadium is. To a point, ok, but there are a lot of other issues as well. We live close to the Office Depot Center. The ease of the drive there just makes it so much better for the Panther games, especially with little kids. Just my $.02.
