I think Phelps has a solid shot at ~150 innings of ~3.50ish FIP/ERA as a starter which is much more valuable than 60 ip as borderline elite RP specifically on a team with a massive need for innings/SP

We're thinking too conventionally IMO. Phelps could easily be used differently and throw 90-100 innings out of the pen, not 60. That's the role I'd like to see him in.

 

Mattingly said he could be a poor man's Andrew Miller. Maybe Mattingly learned something from the playoffs.

Phelps did an incredible job last year. The fact that he stepped in as a starter mid season and was still able to sustain success is great. Would be great to see him as a starter but if he can be used unconventionally like @Erick said and get 90-100 innings we will all be happy with that.
