Marlins leading the charge in shift increases

Shifts work when done correctly, and that includes pitchers pitching to the shift. If you're shifting a pull hitter all the way over to his pull side, the pitcher has to throw pitches that will force the batter to pull. 

 

Also have to pitch to induce the ground ball. The shift doesn't work for shit if they pull it into the seats.

Given the launch angle revolution, didn't the Marlins announce that one of the ways they would counter would be to pitch higher in the zone to induce pop outs and weak fly balls? Since the shift mainly applies to balls hit on the ground in the infield, doesn't leading the league in shifts go contrary to that aforementioned plan?
