Learn how to pitch and control a strike zone effectively, thus not allowing a lot of runs?

That easy eh?!  Why didn't anyone think of that before?

A quality start is when a pitcher goes 6 innings allowing 3 runs or less.  That’s not easy these days. Does @Das Texan really believe it’s like the 1990s when Charlie Hough was pitching in his 30th season throwing 80 mph heaters with generous strike zones?  Mr. Hough had a lifetime .375 ERA but in this era, forget bout it.  Even Jazz a 2 WAR scrub would magically achieve Rickey Henderson status.   I don’t see what the big deal is, 162 games + playoffs + commute and their worried about one extra inning?  They know well enough that going 6 will increase scoring.
