This may seem odd but if you have guys struggling like Bell, Mujica and Webb, why not use them at a minimum together. Have one go out there, get an out, switch put another one in to try and get 2 outs.

 

It will slow the game down a bit but it's a more effective way to use the arms we have and it won't hurt their arms if they're throwing at most 10-15 pitches.
