Antisemitism implies hatred and discrimination. That sign doesn't say 'Jews are so cheap, don't trust them'. It's clearly a lighthearted joke with little implied hatred. In fact, it's just a stereotype. That's about it. Some people might not like to be stereotyped as cheap, but there's nothing wrong with being cheap and there's no hatred being expressed from that sign about somebody being cheap. In fact, it's promoting being cheap.
