I believe you have the correct answer. I was curious and looked it up and found a site which clarifies some of these quiz answers, and apparently the frequency for local Channel 6 TV stations is very close to 87.7 on the radio dial, making 87.7 the lowest FM station that can be used (and logically making sense for NBC6 to use it to brodcast with).

 

The FM Radio Band as defined by the FCC is 88 to 108 MHz although there are some low power stations (such as school radio stations, and now a few commercial stations as well) broadcasting at 87.7. They are actually crowding into the frequency used by broadcast TV channel 6. Most radios with dial tuners list 88 as the lowest FM frequency.
