January 16, 201610 yr Not sure if people on here were joking or not but a person from Cuba can come in on a temporary tourist visa (b-2) just like people from most other countries. However cuban nationals can apply for permanent residency if they're present in the US for a year plus one day and its retroactive to the original date of entry. They can apply for citizenship after 5 years of being a permanent resident like almost everyone else.
