That could be it because Mattingly really spoke in the post game about wanting to keep Andino up so if he didn't have options that probably fucked over Arcia. Another possibility, Arcia was acquired in case the Francoeur trade fell through, making him expendable once Frenchy did arrive.

If the Marlins DFA Andino and somehow make him go through waivers six million times, he won't be claimed. They may even place him on Little League Waivers and he won't be claimed. I am sure a Tee Ball team would be interested in him simply because he is old enough to drive, but he may not even get playing time.
