I'm thinking it was after as part of the damage control. If they had it posted prior to the leak, they really wouldn't consider it much of a leak. I also think it was any extra information that would have been provided by the employee which would constitute a 'leak' of information.

(I hope they find the leak and try them for treason) How can you charge a newspaper with treason? This isn't the USSR. They received information from people in the government, and they wrote their story (even though the program was NOT secret, as you could find a description of it on a government website). He is referring to the NSA employees responsible for leaking the information, and the act of leaking the information does border on treason. When was the program posted on the website, before or after the leak occurred?
