Well the are and arent related. In proportion white people are better off than black people. But you cant say class and race go together because there are many wealthy black people in the United States. Anyone who could evacuate New Orleans did, and that inlcudes almost all white people and all the wealthier black people. The ones who are left behind are the poorest, who are black.

No, because they would have sent more than 2,000 national guardsmen and the city would have been evacuated by now.
