I never found Capps' delivery to be illegal except for the double hop video earlier this spring. The rule was always about having one motion and he always had that. Everyone called it illegal because it was difficult to hit and no one could figure out how to beat him. Calling it illegal was the pussy way for hitters to attempt to not have to face him. I'm glad this new rule basically confirms his delivery is legal while still laying down restrictions for future pitchers who try and make deliveries better than his.
