I mean, this team can't afford to have one more bad season, it's not guaranteed you can acquire the players you want but you just need to make it happen, because you just can't afford to have one more bad season.

I'd be annoyed if they say they are serious about winning (as they say they are) and then continue to pinch pennies and have an ultra low payroll for no real good reason other than keeping more money in ownerships pockets.
