Two reason I hope this team to make some moves ASAP, 

A. This off-season is very critical to the team and the fans, some early moves would convincing fans this is really a different off-season. 

B. With the lockout on the horizon, it's better to make some moves before the stoppage and not waiting for the end of the lockout in the Jan./Feb. to address all the needs in the limited time.

I'd guess due diligence from Ng. The money restrictions come from ownership and it wouldn't surprise me if Ng is gonna still reach out and say "Hey we would love to have you back but this is all we can offer you, we didn't wanna not ask." I could see that side of it from the front office but separate from ownership.

This is an extreme take.  Most teams have done absolutely nothing yet.  To act like the Marlins are the only team that hasn't done anything is too far at this point in time.  Maybe it stays that way, but right now, they have a short leash, but they're wrapping it around their neck more and more times and will hang themselves with it soon.

Oh, the pitchfork was sharpened already.  I'm ready to skewer them like a marshmallow for smores and then squash what's left with the graham cracker.

But like I said above, most teams haven't done anything yet as far as trades or signings, so it's not like the Marlins are the lone team to do nothing.  As time moves on, though, the pitchfork will come out of the shed and be ready, preparing to light the proverbial torches.
