I really think that part of the fact that he has no titles is because he has always played with teams punching above their weight classes. Honestly, Bobby Cox choked out of the playoffs a lot with a much more talented team. Would people be questioning his HOF credentials if they did not win in '95? Now that he has a legitimately top class team, he's got a great shot at a title. Hope he gets it. As for the Kerry Wood stuff, I think they are scapegoating Baker because of the fact that the Cubs came so close and had a history of choking. He never had that issue with any of the other teams he managed. Kerry Wood probably would have thrown out his arm no matter who was his manager.
